The invention provides a petroleum downhole flowmeter based on a dual-polarization-state optical fiber device. The flowmeter comprises a detection pipe section, a polarization analysis module and the dual-polarization optical fiber sensor, wherein the detection pipe section is arranged on a pipeline to be tested, a diversion channel is arranged inside the detection pipe section, the dual-polarization optical fiber sensor is arranged in the detection pipe section to measure the flow parameters of liquid flowing through the diversion channel, and the polarization analysis module is connected with the dual-polarization optical fiber sensor and is used for acquiring flow data to be tested according to the flow parameters.
