The invention discloses a persistently-antibacterial performance and a preparation method thereof, in particular to an antibacterial using nanocrystal calcium phosphate as a support to support sliver and rare-earth elements, coordinated with organic gel and covered with hydrophobic fluorine-bearing material; the preparation method comprises: preparing a composite oxide of sliver and rare earth supported via nanocrystal calcium phosphate, adding Alpha-allyl amino acid to form coordinated organic gel on the surface of crystal particles, and adding perfluoromethyl acrylate to form a hydrophobic fluorine-bearing protective film on the surface of the organic gel. Since there are the organic gel and hydrophobic fluorine-bearing protective film in the material to provide double slow release action for silver, the antibacterial material prepared herein has persistent antibacterial property; the hydrophobic fluorine-bearing protective film can provide protection so that the organic gel has persistent stability and persistent antibacterial property is further improved; since double slow release action is provided, sliver ion concentration of the material is also kept at low level and the material is highly safe to a human body.
