The present invention relates to a metallic bipolar plate for a fuel cell, in which a fluorine-containing carbon coating layer formed on the surface of a stainless steel base material and thus has excellent electrical conductivity and corrosion resistance and further an excellent water drainage property and heat radiation property. In the metallic bipolar plate for a fuel cell of the present invention, the natural residual stress in the surface coating layer significantly reduced by the addition of fluorine, and thereby it is possible to improve the adhesion strength between the stainless steel and the surface covering layer.
