This Paper presents the Study recently carried out by LABEIN for the Spanish Administration (Ministry of Works, Transport and Environment), which objectives have been the following: to identify, define and quantify the main variables responsible of the emissions of nitrogen oxides (NOJ and organic volatile compounds (VOC) from urban traffic and to develop the guidelines of a strategic plan for the minimization and control of these emissions. To carry out the first part of the study, two measurement campaigns were carried out: one of them inside a tunnel and the other in urban ambient. On the other hand, to develop the guidelines of a plan for the minimization and control of the emissions from urban traffic, the experiences of Spain and other countries in the development and implementation of plans and programs focused to this aim have been taken into account.
