Although,in general,the rural labor force moving into urban areas will be beneficial to increase the per capita amount of resources,to improve labor productivity and to increase the income of peasants,this kind of "anti-eliminating transfer also causes the outflow of high-quality agricultural labor and to increase the timely solution to the "three rural problems".While migrant workers returning home to start an enterprise just make up for the shortcoming of anti-eliminating transfer,while provides the necessary human resources,material and social capital and powerful promotes the development of township enterprise rural structure adjustment and the increase of farmers' income.
