The regulate reserve marketization reform has become the development direction of power industry. In Chinese interim electricity market period, the clearing model of regulate reserve need adapted to the market environment. Based on the market condition of Chinese power industry and the physical characteristics of regulate services resource, a regulate services market clearing mechanism considering the restriction of energy operation is proposed, and a detailed optimization model of regulate services is established. The example analysis shows that this method can realize the optimal clearing of independent regulate services market and the clearing results meet the physical feasibility.
