The Evolution of Peking's Floating Population's Certified Administration and Its Empirical Study

By reviewing the evolution of the policies on the registration,employment,dwelling,and family planning program of the floating population in Peking,the paper concludes that the policy and its implementation can be divided in three stages,i.e.no certificates,separate certificates for registration,dwelling,employment and family planning,and only one certificate to covering all needs including the above mentioned.In the policy evolution,the temporary residence cards played a fundamental role.Furthermore,the paper empirically analyzes the data from 1% sampling survey of floating population in Peking in 2006 and finds that the population with ID card accounts for 97.5%,while that with temporary residence cards only accounts for 84.5%.On the other hand,the percentage with ID cards seems has no effect on the personal characteristics,such as age,sex,education,marriage status,employment,how many years they has stayed in Peking and which functional areas they are living,while the percentage with temporary residence cards seems obviously affected by the above mentioned personal characteristics.It seems feasible that ID cards can replace for the temporary residence cards and is used as the only certification in the floating population administration.
