Tactics for Harnessing the Lower Yellow River

The issue of management of the lower Yellow River is very complicated. It should make appropriate regulation according to the variations of coming water and sediment and flood volume of the lower river. The Xiaolangdi Reservoir should meet the following conditions for the regulation and operation of dominant floods: ① To be able to defend standard floods; ② To extend the period of sediment retaining for sediment reduction of the lower reaches and; ③To increase bankfull discharge through various measures. At present, production dykes on the lower reaches should take regulation and rebuilding as the main and realize the objectives of stabilizing the lower river regime, increasing bankfull discharge and improve the production layout of floodplains cooperated with other measures. The implementation of Water Transfer Project from South to North should consider water use for ecology and well solve the issue of a long period of peace and order of the lower Yellow River.
